The football championships have been won by Clemson.
Has nothing to do with, or without, a great TV package. Clemson's formula was to throw all of it's money into primarily football, baseball and, to a lessor extent, men's basketball. The other relatively few sports they have sponsored have been relatively starved.
Outside of Virginia, which is probably the outlier, all the other basketball championships have been won by UNC or Duke mostly, and they were winning championships since before major money was introduced into college sports and would continue to win going into the future.
Meanwhile, all the other schools have been relatively starved for cash, including VT. VT could have gone the Clemson route, dropped some sports, and cash starved the rest, and funneled tons of money into football, but I doubt our alumni, in general, would have liked for that to happen.
